Stakeholder Map
A strategic tool for identifying, categorising, and planning engagement with all people and groups affected by or influential in a project or change. The classic format is a 2x2 matrix with axes of Power (influence over the outcome) and Interest (degree of stake in the outcome). Placement in the matrix guides how to engage each stakeholder: manage closely, keep informed, keep satisfied, or monitor.

Draw a 2x2 matrix: x-axis = Interest (low → high), y-axis = Power/Influence (low → high).

Label the four quadrants: High Power/High Interest = 'Manage Closely'; High Power/Low Interest = 'Keep Satisfied'; Low Power/High Interest = 'Keep Informed'; Low Power/Low Interest = 'Monitor'.

Brainstorm all stakeholders — individuals, groups, organisations — on sticky notes.

Place each stakeholder in the appropriate quadrant. Discuss and challenge placements.

For each High Power/High Interest stakeholder: define a specific engagement strategy.

Identify gaps: who is missing from the map? Who has been overlooked?

Review and update the map as the project evolves.

Stakeholder maps go out of date quickly — update them at major project milestones.
The most dangerous quadrant is High Power/Low Interest — a disengaged powerful stakeholder can block a project unexpectedly if they become unhappy.',
Variantes
Add a third dimension: attitude (supporter/neutral/blocker) represented by arrow direction. Create an engagement plan matrix as a companion document.
