Map who is affected, who has influence, and where resistance and support will come from. No surprises later.
Phase 3
Afternoon (13:00–14:30)
Identify what needs to change, what barriers exist, and what resources are available. Be honest about the obstacles.

Late Afternoon (14:30–16:00)
Move from understanding to ownership. Use strength-based approaches to build genuine commitment — not just compliance.
