Stakeholder Map

A strategic tool for identifying, categorising, and planning engagement with all people and groups affected by or influential in a project or change. The classic format is a 2x2 matrix with axes of Power (influence over the outcome) and Interest (degree of stake in the outcome). Placement in the matrix guides how to engage each stakeholder: manage closely, keep informed, keep satisfied, or monitor.

How to run it

  1. 1

    Draw a 2x2 matrix: x-axis = Interest (low β†’ high), y-axis = Power/Influence (low β†’ high).

  2. 2

Label the four quadrants: High Power/High Interest = 'Manage Closely'; High Power/Low Interest = 'Keep Satisfied'; Low Power/High Interest = 'Keep Informed'; Low Power/Low Interest = 'Monitor'.

  3. 3

Brainstorm all stakeholders β€” individuals, groups, organisations β€” on sticky notes.

  4. 4

Place each stakeholder in the appropriate quadrant. Discuss and challenge placements.

  5. 5

For each High Power/High Interest stakeholder: define a specific engagement strategy.

  6. 6

Identify gaps: who is missing from the map? Who has been overlooked?

  7. 7

Review and update the map as the project evolves.

Tips

  • Stakeholder maps go out of date quickly β€” update them at major project milestones.

  • The most dangerous quadrant is High Power/Low Interest β€” a disengaged powerful stakeholder can block a project unexpectedly if they become unhappy.',

Variations

Add a third dimension: attitude (supporter/neutral/blocker) represented by arrow direction. Create an engagement plan matrix as a companion document.
